I don't think, we need a real distinction between general chat-rooms and irc-chats. Both work different, but IRC is technology how to set up chats but the kind of IRC chat is not so different to other chat rooms, that - in my humble opinion - the view as a moderator is too different to seperate this tags.

IRC should be removed or a synonym of chat-rooms.
